(Seymour, Ind.) - An undocumented man living in Seymour has been arrested by ICE months after a crash that claimed the life of a Holton man.

Domingo Juan Juan will soon be deported due to the Laken Riley Act, which mandates the federal detention of illegal immigrants who are accused of theft, burglary, assaulting a law enforcement officer, and any crime that causes death or serious bodily injury.

Juan Juan was allegedly operating a vehicle without a license when his vehicle crossed the center line and collided head-on with a vehicle driven by Brad Castner last March near Seymour.

The impact caused Castner to suffer fatal injuries. He was 27.

“Brad Castner should still be alive today. His death was preventable,” said Congresswoman Houchin. “For four years, Biden’s open border policies allowed millions of illegal aliens to enter our country while the law was not enforced to remove criminals. That has changed under President Trump. Thanks to the Laken Riley Act, dangerous illegal aliens are finally being detained and deported before they can commit more crimes.”

In response to this tragic incident, State Rep. Alex Zimmerman (R-North Vernon) has proposed a bill that would enhance criminal penalties for unlicensed drivers.

Under current law, operating a vehicle without ever receiving a license is a Class C misdemeanor, which can be enhanced to a Class A misdemeanor if the individual has a prior unrelated conviction. Zimmerman said his bill would add two new criminal enhancements of up to a Level 5 or 6 felony if the unlicensed driver causes bodily injury, catastrophic injury, or death.

The bill recently passed the House and moved to the Senate for consideration.
